Session H - Wetland Mitigation Banking – A Roundtable Discussion - East Ballroom

Possible Discussion Topics: Are standards more stringent for mitigation banking than "traditional" wetland mitigation. Does this discourage mitigation banking? What market forces encourage or discourage banking? Would regulators be more likely to approve a project if a bank were located nearby? If the transportation bill TEA-21 requires banks to be considered first if a project requires mitigation, does this mean that NYSDOT can or will proceed with banking proposal written 5 years ago?

These field trips include wetlands creation and restoration and visits to interesting wetland complexes in central New York. Each trip is planned to be approximately two hours. Appropriate field wear required. Details and directions will be provided at the conference.

FIELD TRIP ONE: NMPC Wetlands Restoration Project and Clay Marsh (Trip Leader: Joseph M. McMullen)

Stop 1 Niagara Mohawk Wetlands Restoration after hazardous waste clean up activities. Muck soil was used to restore a wetland excavated for hazardous waste clean up; restoration and revegetation was very successful. A Niagara Mohawk representative will explain the process and restoration activities.

Stop 2 Stanley J. Hamlin Wildlife Management Area (formerly Clay Marsh) canoe channel excavation. Clay Marsh is the largest emergent marsh in Onondaga County. The NYSDEC recently dug canoe access channels throughout the marsh to increase waterfowl nesting and recreational use. A NYSDEC representative will provide a perspective of the historical use of the marsh and efforts involved in developing canoe channels.

FIELD TRIP TWO: Beaver Lake Nature Center (Trip Leader: Bernie Carr)

Stop 1 Alternative first stop. Baldwinsville canal in the Village of Baldwinsville, a canal waterfront redevelopment project is underway. The efforts underway and future plans will be discussed.

Stop 1 Beaver Lake Nature Center. Beaver Lake is a County Park with a Nature Center and extensive recreational trails. There is a an interesting trail through a bog (actually a fen) and a lake trail that has boardwalks across some shrub swamp wetlands. A good example of a vernal pool will be visited. Attendees interested in the recreational attractions that can be developed using wetlands and other natural communities may be interested in visiting Beaver Lake. A representative of Beaver Lake will be on hand.

FIELD TRIP THREE: NRCS Wetland Restoration Projects (Trip Leader: Peter Gibbs)

Stop 1 Visit a wetland restoration site that was constructed during the summer of 1998. The site is located in the "Canastota Mucks". The area became viable cropland through ditching and tiling. Restoration of the site required restoring the hydrology by breaking tile lines and plugging ditches as well as excavating level ditches and potholes.

Stop 2 Visit a second restoration site within the mucks. Restoration of this wetland involved construction of a low berm. The berm restored the hydrology to an area that was altered through excavation of a channel. Various species of waterfowl and other wetland wildlife now utilize the area during spring and fall migration as well through nesting season. Comparison of the two sites shows various ways in which wetlands may be successfully restored. Wear boots, it could be wet and muddy!
